Premises Plans Licensing Act 2003 The Licensing Act of 2003 transfers the responsibility for licensing to local authorities, and introduces a requirement for a Premises Licence (in addition to a personal licence).
The act has four fundamental objectives: prevention of crime and disorder, promotion of public safety, prevention of public nuisance and protection of children from harm.
From 24th November 2005 all premises serving alcohol late night hot food, or providing regulated entertainment will require a new licence.
